Citizens’ League · Operation Citizen

Do the work of citizenship.

Practical instructions for using the Citizens’ League tools, preparing for an election, and protecting citizen interests between elections.

This page tells you what to do. The book explains the argument. The tool directory is simply a list for readers who already know what they need.
Voting gives citizens the keys. It does not maintain the house. Citizenship is the regular work of inspecting, directing, repairing, and checking what public institutions do between elections. Use this manual as the maintenance routine: identify one condition, choose the right tool, act while the route is open, keep the record, and return to see what changed.

The operating premise

The imbalance follows the easier path.

Government is not simply out of control. Property and financial capital already have established legal protections, procedures, institutions, and remedies. Many citizen needs lack comparable protection. Earlier generations used public power to create agencies, laws, and enforcement offices for workers, consumers, families, communities, public resources, and fair markets. The imbalance grows when those protections are weakened, enforcement is narrowed, staff are removed, or a safeguard is treated only as a cost to capital.

The citizen’s questions are concrete: What protection existed? What changed? Who made the decision? Who gained greater freedom? What cost or risk moved to citizens? What can be done now?

Two claims to test

“Remove friction” and “the rising tide will lift everyone” are predictions.

A safeguard can slow a transaction. That does not make it waste. A disclosure rule, capital requirement, environmental review, waiting period, safety standard, or right to object may be the control that keeps speed from shifting risk to the public. When an official calls a protection friction, ask what the protection was designed to prevent and who carries the exposure after it is removed.

Growth is also not proof of shared benefit. A policy may increase investment, profits, output, or asset prices without increasing wages, lowering household costs, improving services, or widening access. “A rising tide lifts all boats” is a distribution claim. It must identify the boats, the measure, the starting point, the time period, and the evidence that the benefit reached them.

A free market and a financialized market are not the same thing.

A free-market claim begins with voluntary exchange and open competition among buyers and sellers. Finance can support that exchange by moving savings into productive loans and investment.

Operation Citizen uses financialized market for a different condition: financial actors, markets, measures, and claims gain enough influence to shape firms, households, public policy, and essential goods. Debt, asset values, fees, ownership structures, and expected returns can then drive a decision as much as the production or use of the thing itself. The Federal Reserve also confirms that its rate decisions and communications affect financial conditions and asset prices. That is part of a governed economy, not evidence of a market operating without public power.

Use the three tests: What control was labeled friction, and what risk did it contain? What growth was promised, and who received the measured benefit? Is public power preserving voluntary exchange and open competition, or preserving the value and priority of financial claims? Record who receives the upside and who carries the loss, guarantee, or future obligation.

These are Operation Citizen analytical tests, not findings about every regulation, financial institution, or transaction. Record the actual mechanism, measured results, and contrary evidence. The early twentieth century also contained concentrated financial power; the cleaner comparison is with periods in which finance was more tightly directed toward productive investment. Background: research definition of financialization; Federal Reserve explanation of monetary-policy transmission; historical research on prewar financial capitalism; GAO’s bounded evidence on institutional ownership of single-family rentals.

Choose one job

1. Use a Citizens’ League tool

Turn a broad concern into a dated, source-backed question.

3. Work between elections

Find a threatened protection, enter the open process, and follow the result.

Job 1 · Use the CL tools

Begin with CL-001 and your own representatives.

Choose and save your delegation. Select your state and House member from the CL-001 record. The senators are filled from the same source.
Read the dated CL-001 summaries for those people. The summary tells you what the scorecard currently says and what it does not prove.
Inspect the already-selected member’s votes. The vote page opens your saved House member automatically.
Keep one supported finding. Carry the member into the representative worksheet, record the source and limit, and write the question you will ask.

Choose another tool only when your question requires it.

Every CL result is a lead with a method and a date. Open the underlying record before making a factual claim. Save the tool name, version or date, source, finding, and limit together.

CL-001 · Congressional Scorecard

What has this member done?

Begin by choosing and saving your delegation from the CL-001 member record. The page then shows the dated scorecard summary for those people and carries your House member into the complete vote record and representative worksheet. A score or voting pattern is evidence of conduct, not proof of motive.

You produce: your saved delegation and a dated member question supported by the underlying votes.

CL-002 · Federal Risk Map

What federal protection or service is changing?

Choose a domain and state. Open the cited government action. Keep the effective date, affected population, and source with the finding.

You produce: a specific federal-change question and the controlling record.

CL-003 · Capture Index

What relationships and procedures surround a committee or decision?

Use the CL-003 application packaged inside this kit. Its current release is a research lead while the next score is completed. Inspect funding, access, committee conduct, and procedural power separately. For legislation, open the full vehicle, identify material riders and extensions, trace any standalone bill, and ask whether members received a separate vote.

You produce: a sourced question about both influence and the mechanism that produced the public decision.

Duties Lifted · Operation Citizen companion

Which public protections or agency duties were removed, narrowed, delayed, or hidden inside a legislative vehicle?

This is a companion analysis used by Operation Citizen. It is not the Capture Index and it is not a CL-003 committee score.

CL-004 · Taxonomy Builder

Are we comparing the same kind of event?

Use shared categories to keep a rule, staffing change, funding decision, enforcement change, and court action distinct. This supports the method; it is not a public score.

You produce: a consistent description another citizen can compare.

CL-005 · State Impact Record

What happened in the state after a federal change?

Check the state event, source, date, population, and definition. Compare it with a federal change only when the measures and timing fit.

You produce: a state-specific consequence to verify.

CL-006 · Replacement Event Index

What capacity or relationship changed when a person left?

Inspect the departure, destination, former responsibility, source period, and claimed institutional effect. Partial coverage means absence is not a finding.

You produce: an evidence-based continuity or replacement question.

CL-007 · Legislative Ledger

What has Congress enacted, advanced, or left unresolved?

Use the packaged CL-007 ledger. Its current application renders 591 tracked actions and 590 scored records. Keep that application population separate from the kit’s 376-row enacted-laws portfolio and from the supplied 298-provision appropriations analysis. Search the dated entries, inspect the bill path and stated citizen impact, and preserve each record’s evidence limits. Open an official bill page only to verify the underlying text or a later action.

You produce: a dated legislative finding and the next decision point, with the population used clearly identified.

CL-008 · Private-Fund Evidence

How is private money acting through courts and the executive branch?

Identify the fund, donor or controller, activity, venue, requested government act, source, and citizen consequence. CL-008 remains a development lane; do not present an unfinished score as a finding.

You produce: a documented influence pathway and the missing evidence.

CL-009 · Accountability Filter

Which part of government controls the next step?

Use the CL-009 application packaged inside this kit to distinguish legislative, executive, judicial, and administrative power. Then carry the responsible institution and requested act into the action worksheet.

You produce: the responsible institution, next decision point, and record to watch.

Job 2 · During the election cycle

Do the representative homework before asking for a promise.

Begin with CL-001. Save your delegation first. The representative worksheet then uses those names instead of asking you to identify the member again.
Identify the office and term. Record district or state, term dates, committees, leadership roles, and official contact routes.
Record public access. Count only events that meet your stated definition. Save the date, format, notice, attendance route, and whether questions were taken. There is no complete federal town-hall registry.
Inspect recorded work. Use official roll calls, bill records, sponsorship, committee activity, and missed votes. A voice vote does not show how each member voted.
Inspect the legislative vehicle. A bill title does not prove that every provision serves one purpose. Record riders, substitutes, special rules, waivers, must-pass claims, opportunities for separate votes, and the member’s procedural as well as final votes. The same packaging practice appears under different congressional majorities; identify the mechanism before judging who benefited.
Measure party alignment carefully. State the period, votes included, and how the party position was defined. The record cannot establish “conscience”; ask the member to explain important departures or agreements.
Inspect disclosed money without claiming motive. Keep candidate-committee receipts, leadership PACs, party support, independent expenditures, and lobbying records distinct. A donation shows a financial relationship, not why a vote occurred.
Ask every candidate the same questions. Request the complete People-First Pledge, a return date, and a public record of later action.

Job 3 · Between election cycles

Protect what citizens already built.

Name the protection. Find the statute, rule, program, office, enforcement policy, or funding that carries the public duty.
Name the change mechanism. Is it a bill, executive order, proposed rule, guidance, budget, staffing reduction, enforcement choice, contract, or court action?
Follow the transfer. Record the freedom or benefit created for private actors and the cost, risk, delay, or lost protection experienced by citizens.
Enter while the door is open. Use the official comment window, records process, oversight route, hearing, complaint channel, or legislative decision point.
Keep the result honest. Separate receipt, public posting, response, adopted decision, implementation, and citizen effect.

Keep going

One record should lead to the next act.
