A legislative route asks Congress to create, change, fund, or make a protection durable. It does not prove that the proposal will pass or deliver the promised result.

An existing-right route uses a complaint or appeal process already open under current law. It applies only when the facts fit that process. Filing creates a record; it does not guarantee relief.

The A5 or R8 name is the public expectation. Each record below is one worked route, not the definition of the expectation and not an endorsement of every provision in a bill.

If this route does not meet the expectation

Say what is missing. Ask the sponsor to amend the proposal. Ask another member to introduce a better one. Ask the agency to identify the correct process. Ask a candidate to commit publicly before the election. Keep the reply and return after the next recorded action.

A promise is evidence of a commitment. A filing, request, hearing, vote, decision, enacted law, and measured household result are different kinds of evidence. Keep them separate.

What the historical pledge teaches

The 1994 Contract with America used a short list, public signatures, and a promised early timetable. It helped organize House action on its named measures. It did not make every proposal law or prove that every result benefited citizens. Operation Citizen keeps the useful mechanism: state the expectation, identify the proof, set a return date, and publish whether the commitment was kept.
