The problem CL-008 must solve
A congressional record can show bills, hearings, witnesses and votes. It cannot show the whole route used by a private fund, adviser or trade association. A thin congressional record may coexist with extensive agency comments, meetings, litigation and delay. CL-008 therefore needs to follow the public decision across venues.
The usable unit is a sequence: actor → request → venue → public decision → citizen consequence. Mere presence in a docket is not proof of influence. Absence from a hearing is not proof of inactivity. A finding requires the source-backed connection.
The four operating channels

Verified starting case: Form PF
Form PF gives CL-008 one policy trail across several channels. Congress created the reporting authority in Dodd-Frank. The SEC and CFTC later adopted and amended the form. In April 2026, the agencies proposed raising the general filing threshold from $150 million to $1 billion and the large hedge-fund threshold from $1.5 billion to $10 billion while eliminating or simplifying other reporting. The public-comment deadline was June 23, 2026. On August 31, the agencies extended compliance with the 2024 amendments from October 1, 2026 to July 1, 2027 while they considered the proposal and comments.
This record establishes a proposal, public participation and a later compliance-date extension. It does not establish adoption of the April proposal or prove why the agencies acted.

A separate court record supplies the second verified mechanism. In 2024, the Fifth Circuit vacated the SEC’s 2023 Private Fund Adviser Rules after a challenge by six private-fund trade associations. The holding establishes the legal result and the petitioners; it does not establish that litigation replaces every other form of participation.
What the CL-008 instrument should produce
- A connected case file. Search one actor across agency comments, meeting memoranda, court captions, counsel, compliance changes and related bills.
- A dated policy trail. Keep proposals, final actions, effective dates, compliance dates and court orders distinct.
- A public consequence. State which information, safeguard, remedy or public capacity changed and who bears the effect.
- An open-door action. Identify the current decision-maker and the route a citizen can still use.
- A bounded finding. Say what the record proves, what it suggests and what it cannot establish.
The initial register design is: rulemaking participation, rule challenges, compliance movement, agenda changes and congressional comparison. A score should come only after those populations and counting rules are defined.
The five working registers
The new CL-008 intake turns the four-channel idea into five connected tables. These are the fields the separate application lane can build and test.

The registers should join on the actor, policy subject, date and public instrument. CL-008 can then show a dated trail without converting correlation into proof of motive.

Claims retained for verification
The supplied September 6 material contains valuable leads that are not yet public findings. They remain on the research list until the named population, date range and current official source are checked.
- The claim that named private-fund trade associations had zero appearances among 6,359 congressional witness appearances.
- The counts and outcomes assigned to private-fund, Medicare Advantage, data-center and Congressional Review Act bills in the 119th Congress.
- The current posture and complete procedural history of the Humana RADV litigation.
- Medicare Advantage medical-loss-ratio remittances, contract-level reporting, enrollment bars and terminations.
- Any inference that two agenda items share a motive. CL-008 may compare their timing and effects after verifying each record.
RADV can serve as a comparison showing how an agency rule can be delayed and vacated. It should not be counted as evidence about private funds.
What the separate CL-008 lane should return
Work can continue in the separate lane without creating two competing versions. The kit needs a clear handback when that work is ready:
- A defined private-funds population. Name the funds, advisers, trade associations and related private actors included, with explicit exclusions.
- One connected Form PF case file. Join the agency docket, meetings, court challenge, compliance dates, agenda entries and congressional comparison by actor, request, date and instrument.
- The five completed registers. Preserve the source URL, retrieval date, correction history and counting rule for every row.
- A finding written for a citizen. State what changed, who asked, who decided, what the public consequence was and what the record cannot prove.
- An open route. Identify the current docket, office, court stage or legislative repair that a citizen can still use. If no route is open, say what event should be watched next.
- A readable handoff. Supply a human-readable HTML report for the kit and structured data for the instrument. Keep passwords and API keys out of both.
The current companion remains the reader-facing bridge. Verified CL-008 results can replace its development language as the other lane produces them.
Boundary between the two lanes
The CL-008 lane defines the application: population, fields, counting rules, comparisons and findings. The Operation Citizen kit translates verified output into a citizen question, a usable record and an action route. This division lets CL-008 continue to develop without requiring the citizen companion to present preliminary counts as settled fact.
