Scope

Interpretation
A funding gap is not itself proof of a full government shutdown, a service-level effect, dollar cost, or responsibility of a particular official.
Source correction
Summary text says November 12, 2015 for FY2026; Table 1 says November 12, 2025. Use the internally consistent Table 1 date, preserving this discrepancy.
