Which legislative count are you looking at?

Use: keep three different populations separate before drawing a conclusion. This page lets you inspect every row in the packaged 376-record portfolio and shows which other claims still lack their source rows.

What is actually packaged

376

Legislative portfolio rows

104 direct, 59 incorporated, and 213 related measures. These rows are included below and as JSON and CSV.

298

Provision claim

The memo defines this as 153 extender or authorizing sections plus 145 substantive limitation riders. Its underlying 298 rows are not in the supplied files.

51

House-rule claim

The procedure paper reports 51 resolutions. The row-level resolution table has not been supplied.

Two versions conflict. The memo footer says 251 limitation riders, which cannot combine with 153 extenders to make 298. The memo body and table use 145, so this kit describes 298 only as 153 + 145. The memo says 103 enacted laws; the later workbook contains 104 direct rows. These are treated as different snapshots until the missing dated extraction explains the change.

What each population can establish

Do not substitute one list for another.

376 portfolio

Use it to inspect named measures, descriptions, sponsors, committees, tiers, and editorial classifications. It can support a measure-level review.

298 provisions

Use it only after the provision rows arrive. A law-level list cannot prove how many riders or extensions were inside six vehicles.

51 resolutions

Use it only after the resolutions and waiver language arrive. The count alone cannot identify which member accepted which procedure.

Inspect the row-backed portfolio

Start with the app’s own records.

Classification note: “Editorial suggestion” reproduces the workbook’s RECOMMENDED field. It is an Operation Citizen editorial judgment, not an official government classification and not proof of motive. Blank suggestions remain unclassified.

Evidence still needed

Two row tables would close the remaining gap.

  1. The 298 provision rows, including vehicle, division, section, provision type, beneficiary classification, rationale, and source text.
  2. The 51 House special-rule resolutions, including protected vehicle, waiver language, Rules Committee action, adoption roll call, and separate-vote opportunity.

The app and JSON records should remain the working evidence. Official pages are used later to verify a row, date, text, or vote; they should not replace the internal records or make the citizen restart the task.
